2023 Road Maintenance Summary
In 2023, the LOC in partnership with the Developer, focused on grading, adding road base and performing general maintenance and improvements to over 10.5 miles of road within the two developments. The Developer, Mark Pieloch, estimated he spent in excess of 1.25 million dollars to accomplish these efforts.
Additionally, culvert work was completed on the North Fork/Beaverslide intersection where drainage had become an ongoing issue during the wet months. Still pending completion, is culvert replacement where Charbonneau crosses Stickney Creek. The permit has been approved by the Corp of Engineers, and the materials have been purchased. We are just waiting for the contractor to start!
Speed limit and “Children at Play” signs were added along both entrances and at intersections throughout the communities to help preserve the road condition and encourage drivers to slow down while traveling through our areas.
The LOC plans to continue annual road maintenance for 2024, while also focusing on improvement to Frazier and Arrow Drive. The Developer will be focusing on replacing the bridge that crosses Stickney Creek adjacent to the Sterling Ranch.

2022 Road Maintenance Update
2022 was a very productive year of road improvements. About 1/2 of Rocky Road, and all of Cinnamon Bear to Missouri River Bluff, Eagle Canyon Drive, Spring Drive, North Fork Road, Charbonneau Drive and Beaver Slide Loop were graded, graveled and compacted.
1.5 miles of Rocky Road and 1/2 mile of Eagle Canyon Drive coming off the state highway up to the entrance of the subdivisions were graded, graveled, compacted and then covered with asphalt millings which were then compacted and sprayed with seal coating. Two new cattle guards replaced the old ones on Rocky Road and a drive-through gate was installed at the lower cattle guard on the Sterling Ranch.
Approximately 12+ miles of road were completed with about the same amount remaining to be completed in 2023. Through an agreement between the LOC Board of Directors and the Developer, the LOC paid $60,000 towards the road improvements and ½ the cost of the new cattle guards ($14,781.00).
The Developer ended up paying much more than half the cost of all the road improvements, plus half the cost of the cattleguards. In addition to that expense, the Developer paid for all the asphalt milling that took place on our access roads, the parking area by the mailboxes, as well as along Pollock Lane and the Missouri River Lodge. The latter was done specifically to reduce the dust from traffic and the folks at both the Ranch and Lodge are extremely thankful for those improvements. He also paid for the new fencing along the Rocky Road easement that crosses Sterling Ranch.
In total, the developer paid an estimated $1,100,000 towards these improvements.
Your LOC Board and the Developer are looking forward to working together and continuing the road work as well as making other improvements to our community. As such, the 2023 season will start up in May with permitted work to begin on a short stretch of Rocky Road crossing the BLM land. This work was never done when the subdivisions were developed. Stahly Engineering has been working on the design and permitting for that project. The Developer will be paying the cost of that project. Additional posts will be uploaded to the website as we work through the 2023 season.
Even though Rocky Road access has a posted speed limit of 35, please be safe and courteous to others. Landowners should use caution near the cluster of mailboxes and particularly during the school year when students are coming and going to the bus.
While traveling on all the roads in the LOC, please be considerate & drive safely, keeping in mind that children, hikers, bikers, horse riders and workers all use these roads. A maximum speed limit of 25 or less is strongly encouraged on all roads within the LOC.
